Larry H. Richardson Elected to Chair UDC

NARROWSBURG – Larry H. Richardson, who has represented the Town of Cochecton, NY on the Upper Delaware Council, Inc. (UDC) for the past 22 years, was unanimously elected on May 5 as Council chairperson for the balance of 2011.

A vacancy in the chairperson’s position was created on March 21, 2011, when the Damascus Township Board of Supervisors voted to remove Dolores A. Keesler as its representative to the UDC. Keesler, who had served as Damascus’s UDC representative since August 18, 2008, had been elected chairperson at the Council’s January 6, 2011 annual meeting.

A Nominating Committee put forth Richardson as a candidate at the April 7 UDC meeting with the election scheduled for the following month, in compliance with the Council’s bylaws procedures. Richardson’s fellow 2011 officers are Vice-Chairperson Nadia Rajsz, Town of Lumberland, NY; and Secretary-Treasurer John B. Niflot, Town of Fremont, NY.

This marks Richardson’s third tenure in the top seat since his 1989 appointment to the non-profit organization’s board, having chaired the UDC previously in 1993 and 2001. He served as vice-chair in 1992 and as secretary-treasurer in 1990 and 2000. Richardson has also been an elected member of the Cochecton Town Board since 1996, following eight years of service to the Cochecton Planning Board.

He is the current secretary-treasurer and a past chair, vice-chair, and charter member of the Upper Delaware Scenic Byway, Inc., on which he has represented the Town of Cochecton since the local committee’s inception in 2000.

he Ferndale native is also a founding member and treasurer of the Cochecton Preservation Society, a director of the Fosterdale Cemetery Association Board, and a member of the Town of Cochecton Democratic Club.

A graduate of Liberty High School and Sullivan County Community College, Richardson has been employed since 1991 at Yaun Company in Liberty, in the position of Vice-President of Sales and Service since 1998. He and wife, Peggy, have two children, Russell and Erin. The Upper Delaware Council was established in1988 as the oversight body responsible for the coordinated implementation of the River Management Plan for the Upper Delaware Scenic and Recreational River.

Working under a Cooperative Agreement with the National Park Service, its voting members are the two states (New York and Pennsylvania) and 13 local governments (eight NY towns and five PA townships) that border on the Upper Delaware River. The Delaware River Basin Commission is a non-voting member.
